Decree 204/2026/NĐ-CP , signed on June 11, came into force . It concerns veterinary medicine, but one provision applies to anyone who owns a dog here.
A fine of 1-2 million dong is now imposed for three things:
a dog in a public place without a muzzle
without a leash or without an accompanying person
without mandatory rabies vaccination
It used to be 600-800 dong. It's now up to two million, and double that for organizations. The standard itself existed before, only the price has changed.

A public place can be a beach, a park, or even a residential courtyard. The owner's nationality doesn't matter, nor does the dog's citizenship. The same applies to whether it's from a shelter or a stray dog.
Please note that not having a vaccination costs the same as walking without a leash, but this is easier for you to check.
